INEC Launches Artificial Intelligence Division to Strengthen Nigeria’s Electoral Process

In a bold step toward embracing technology for better governance, the Independent National Electoral Commission (INEC) has approved the establishment of a dedicated Artificial Intelligence (AI) Division under its Information and Communication Technology (ICT) Department. This landmark development marks a significant stride in Nigeria’s ongoing journey to modernize its electoral system and improve voter engagement, transparency, and election credibility.

The announcement was made through an official statement released on Thursday in Abuja by Mr. Sam Olumekun, the National Commissioner and Chairman of INEC’s Information and Voter Education Committee. According to Olumekun, the decision was reached during INEC’s regular weekly meeting, where members deliberated on various critical issues, including the growing influence and relevance of artificial intelligence in electoral processes around the globe.

Why INEC is Embracing Artificial Intelligence
In recent years, artificial intelligence has taken center stage across many industries, and governance is no exception. For INEC, the rising importance of AI technology presents both opportunities and challenges. Recognizing this dual nature, the commission believes that proactively integrating AI into Nigeria’s electoral operations will help in two key ways: leveraging its positive benefits and mitigating the potential risks associated with its misuse.
Mr. Olumekun explained that INEC’s interest in AI was further reinforced through its participation in several international conferences, where electoral commissions from across Africa gathered to discuss the role of AI in election management. These interactions revealed that, while AI can be used unethically to spread misinformation or manipulate online content, it also holds transformative power when used responsibly for electoral development.
According to him, one of the major motivations behind this initiative is the need to combat the growing menace of fake news and misinformation, especially during election seasons. At the same time, INEC aims to explore how AI can assist in improving data-driven decision-making, identifying risks before they escalate, and streamlining critical operational processes.

The Strategic Role of the New AI Division
The newly created AI Division under INEC’s ICT Department will serve as the central hub for managing and coordinating all artificial intelligence initiatives within the commission. It is expected to enhance the commission’s ability to use existing technology more effectively and to introduce intelligent systems that make operations more efficient and transparent.

Some of the specific roles the AI Division will play include:
Data-Driven Decision Making: By analyzing vast amounts of electoral data, AI can generate insights that will guide more accurate and informed decisions, from voter registration to election logistics.
Risk Detection and Management: The system will help identify potential threats or irregularities early, allowing the commission to take swift action to prevent electoral malpractices.
Voter Services Automation: AI technologies can improve voter experience through automated services such as voter verification, registration updates, and information dissemination.
Geo-Spatial Intelligence: AI will support logistics optimization by improving how materials are distributed and how polling units are allocated across various regions.
Content Monitoring and Fake News Detection: With the rise of deepfakes and AI-generated misinformation, this division will help monitor digital platforms for content manipulation, ensuring that the public receives accurate and verified information.
Mr. Olumekun emphasized that this initiative is not just about catching up with global trends. Instead, it positions INEC as a pioneer among African electoral bodies when it comes to adopting AI for democratic governance.

Enhancing Election Credibility and Public Trust
One of the longstanding challenges in Nigeria’s electoral history is the public's trust in the process. INEC believes that incorporating AI can significantly boost credibility by reducing human error, increasing transparency, and providing predictive analytics to anticipate and address problems before they arise.
“The AI Division will strengthen electoral credibility through predictive analytics, automation, and intelligent safeguards,” Olumekun stated. He added that this development will also help INEC align more closely with international best practices and set a benchmark for other institutions on the continent.
Moreover, the division will contribute to improved voter engagement by ensuring that information is not only accurate but also accessible in real time. Voters will benefit from a more personalized and responsive experience, which can help drive higher voter turnout and participation.

A Milestone in INEC’s Reform Agenda
This move is part of a broader strategy by INEC to reform Nigeria’s electoral process—especially in areas where changes can be made administratively, without requiring new laws or constitutional amendments.
“The creation of the Artificial Intelligence Division is an important step in INEC’s ongoing reform of the electoral process,” Olumekun noted, “especially in areas that only require administrative action by the commission.”
Over the years, INEC has made several efforts to modernize its operations, including the introduction of biometric voter registration, electronic transmission of results, and the use of technology in tracking election logistics. The new AI Division is the latest chapter in this evolution, aimed at future-proofing the nation’s elections.

The Future of AI in Nigerian Elections
While the establishment of the AI Division is a significant step, it is only the beginning of what promises to be a transformative journey. Going forward, INEC is expected to invest in training its staff, collaborating with technology experts, and developing robust ethical frameworks to govern the use of AI within its systems.
